Prior to forming Phoenix IX, LLC, Mr. Otis Neals worked in operational management and budget control for the fourth largest transportation company on the west coast where he gained first-hand knowledge of logistics and finance on a large scale.

His business partner and mentor was a former IBM vice president of operations, and combining their experience and expertise, the two started their own logistics and construction business. They built a network of contractors across the country which serviced the Department of Defense and FEMA. After successfully performing a supportive role during Hurricane Katrina, Otis and his partner went on to transport aggregate materials in the oil industry for companies such as Baker Hughes and Schlumberger. As COO, Mr. Otis Neals develops and qualifies work talent from local and regional efforts to meet Phoenix IX, LLC clients’ construction needs in various markets. Together, Mr. Neals and Ms. Neals have positioned PHX as a leader in these markets, when other contractors primarily relied on larger populations.
